CITIZENSHIP 1928 reviews the War Department Technical Manual 2000-25, CITIZENSHIP. The US Government War Department originally approved this manual on November 30, 1928. It was published in April 1929 by the US Government Printing Office. Democratic members of Congress believed it contained controversial material, leading to its recall and withdrawal within four years of publication. The main focus of CITIZENSHIP 1928 is the evolution of the definition of democracy during the 19th century. Analyzing the Congressional Record and newspaper excerpts helps explain why the War Department removed the manual from civilian and serviceman training classes in 1932. A complete, reformatted copy of the original manual, designed for easier reading, is included in the book.
Author Bio: James L. Tippins is a retired USAF Major and author of “Citizenship 1928,” a book about the cancellation of a citizenship manual published by the War Department in 1928.
Author Notes: I spent years researching this project, which led to a visit to the National Archives in College Town, Maryland. There, I discovered an original copy of the manual, long thought to be lost because it had been misfiled for years. I confirmed that it indeed existed, and the copy matched the photocopy of the cover I had obtained years earlier when I began my search.
